Victor works directly with Rhode Island businesses and entrepreneurs on a variety of business development issues, including business plan development, access to capital, regulatory issues, workforce development, and identifying applicable state and federal tax credits. He is a well-rounded economic development professional who has a strong passion for Rhode Island’s small-business community. Victor is as equally adept at assisting a start-up business as he is identifying resources for a growth-oriented mature business; he has worked with companies at every stage of the business life cycle on a multitude of business development issues, challenges and growth opportunities.
Victor has been with the state’s economic development agency since 1995. Prior to that, he worked for several years in the local banking industry as an assistant branch manager and, later, as a community development loan officer. He was a founding member of an inner city home ownership initiative that provided over 125 home-ownership opportunities for low-to-moderate-income residents of the City of Providence.
Victor attended the University of Rhode Island where he excelled academically and athletically. He is a 1987 graduate of URI’s College of Business with a degree in finance.
