William Cotta is the Offshore Wind Supply Chain Director at Rhode Island Commerce Corporation
Prior to joining the corporation, William served nine years as an officer in the US Coast Guard. He specialized in maritime safety and disaster recovery, refloating ships and cleaning up oil spills in the Atlantic, Pacific, Gulf of Mexico, and Inland Rivers. In 2018, he was recognized as the Coast Guard Engineer of the Year and nominated for the Federal Engineer of the Year in recognition of his work on marine salvage and expanding the use of alternative fuels in the maritime industry. Most recently, he served as the Deputy Director of Data Analytics of the Seabed Systems Group at ThayerMahan, focusing on building automated data pipelines for the US Navy and Offshore Wind industry. He is a licensed Professional Engineer in the District of Columbia specializing in Mechanical Engineering, focusing on Thermal Fluid Systems.
William holds a BS in Naval Architecture and Marine Engineering from the US Coast Guard Academy, an MS in Mechanical Engineering from the Massachusetts Institute of Technology (MIT), and completed the Naval Command and Staff online program at the US Naval War College.
