PTAC Government Contracts Counselor
As a PTAC Government Contracts Counselor, Louis provides diverse contract consulting services to an active group of Rhode Island vendors engaged in pursuing a business development strategy that involves participating in government contracting. PTAC government acquisition counselors deliver programmatic and individual client consultant services designed to provide the client a multidisciplinary understanding of the federal and state contracts regulatory process, contract vehicles, many mission-driven nuances, and, most importantly, business opportunities. Louis’ active clients represent a wide range of both product and service vendors, all of which have become engaged in performing government contracts. Client contract awards range from several millions of dollars annually to several thousand dollars per award performance.
Over the past 10 years, Louis has served as a contracts professional performing the duties of a government acquisition contract consultant with the Rhode Island PTAC program. Prior to joining PTAC, Louis performed the duties of chief of Minority Business Outreach Development programs for the Rhode Island Department of Transportation Office of Contract Administration. He also has served at the Rhode Island Department of Administration as the acting director of the Rhode Island Minority Business Enterprise Program. He has served as acting director of Affirmative Action and the EEOC Office of the University of Rhode Island. He was one of the founders, and became the first executive director, of the Minority Investment Development Corporation and the Rhode Island Coalition for Minority Investment. Louis is a current National Contract Management Association member and past treasurer of the Rhode Island Chapter.
Louis holds a BA degree in psychology from the University of Rhode Island and earned his JD from The George Washington University School of Law. He is also an NCMA Certified Professional Contracts Manager (CPCM). He is a nationally certified Affirmative Action Planner with the American Association for Affirmative Action. He has the Association of Procurement Technical Assistance Center certification as a Level-Three Certified Contracting Assistance Specialist. He is also a Certified Verification Counselor with the U.S. Department of Veterans Affairs for Rhode Island.
