Victor helps businesses navigate the complexities of contracting with federal, state and local government agencies. Services include: one-on-one counseling sessions, training workshops and networking events. Victor assists businesses with registrations, bid match profiles, market research, capture management and contract requirements. He helps with all facets of contract administration including: acquisition planning, subcontracting, analyzing solicitations, developing proposals, dispute mitigation, cost price analysis and post-award administration.
With more than 30 years of experience as a former contracting officer with the federal government, Victor was responsible for pre-award and post-award functions related to competitive and sole-source contracts in support of many industries including: research and development, shipbuilding, civil engineering, construction, architectural/engineering, supply, and on-site peacekeeping operations. Victor has worked with all types of contracts including: fixed price, cost reimbursement, incentive/award fee, indefinite delivery/indefinite quantity, broad agency announcements, Seaport-e and the Small Business Innovation Research Program. His duties have included initiating solicitations, requests for proposals, negotiation memoranda, cost/price analysis reports, technical evaluations, best-value analysis, acquisition plans and contract terminations.
Victor holds a bachelor’s degree in Management from the University of Massachusetts, Boston. He is a Certified Contracting Professional (Level III) from the Defense Acquisition University.
